In 1894, the Regents defended UW professor Richard T. Ely by adopting the sifting and winnowing statement: ﾓWhatever may be the limitations which trammel inquiry elsewhere, we believe that the great State University of Wisconsin shall ever encourage that continual and fearless sifting and winnowing by which alone the truth may be found.ﾔ
