The Surgeon General issued an order that required all ships entering U.S. ports be quarantined twenty days
In 1892, President Benjamin Harrison, trying to prevent av Asiatic cholera epidemic, had Surgeon General Thomas J. Parran, Jr. issue an order holding that “no vessel from any foreign port carrying immigrants shall be admitted to enter any port of the United States until such vessel shall have undergone quarantine detention of twenty days, and such greater number of days as may be fixed in each special case by the State authorities.”
