In 1905, Dr. Milton J. Rosenau conducted research resulting in the establishment of the official unit for the standardization of diphtheria antitoxin.

in 1889, Rosenau joined the United States Marine Hospital Service, now know as the National Institutes of Health, and for the last ten years served as Director of the organization.
