In 1982, the Small Business Innovation Research (SBIR) program, administered by the U.S. Small Business Administration (SBA), was established by the U.S. Congress.
The SBA was official created in 1953 with the Small Business Act, but it originated with the Reconstruction Finance Corporation, created by President Herbert Hoover in 1932 to alleviate the depressed economy.
