On Oct. 6, 1918, the Atlanta Board of Health made influenza a reportable disease. The next day, United States Surgeon General Rupert Blue notified all state health officers that they should consider enacting social distancing measures to prevent the spread of influenza.
Theater owners and managers certainly believed that the epidemic was not severe enough to require them to remain closed. In fact, the initial cooperative spirit had now waned.
