On Oct. 4, 1918, New York’s board of health enacted staggered schedules for business operations throughout the city to avoid crowding during the influenza epidemic.

The surging cases taxed the city’s resources, and New York’s population, health commissioner Dr. Royal S. Copeland realized that he and the health department needed help in combating the epidemic. On October 12, he created a special Emergency Advisory Committee to assist him.
