Tariff Act approved which exempted foreign plants and trees from U.S. import duties
On Apr. 27, 1862, the Tariff Act, also known as the Dallas Tariff, exempted foreign plants and trees from U.S. import duties. The act was notable as the first tariff passed by Congress with an explicit function of protecting U.S. manufactured items from overseas competition. (Foreign garden seed is exempted in 1842).
