On Oct. 25, 1918, in response to the growing epidemic, the Utah board of health discussed a statewide mask mandate. In the end, the mandatory mask order was not put into effect.

The epidemic in Salt Lake City rolled on, gaining momentum. On October 28, 147 cases and 11 deaths were reported. It was the single highest case tally to date. The local chapter of the Red Cross was swamped with calls for help.

As the month came to a close, the epidemic numbers began to look increasingly grim. Over 2,400 cases had been reported since the start of the epidemic, with nearly 130 deaths.
