On Nov. 9, 1978, the President signed the Community Mental Health Centers Act (P.L. 95-622) amending the National Cancer Act to emphasize education and demonstration programs in cancer treatment and prevention, and stipulating that the National Cancer Institute devote more resources to prevention, focusing particularly on environmental, dietary and occupational cancer causes.
