On Nov. 23, 1977, the Saccharin Study and Labeling Act was enacted by Congress to stop FDA from banning the chemical sweetener but requiring a label warning that it has been found to cause cancer in laboratory animals. This legislation was an extension of the Food Additives Amendment that called for the study of a possible link between saccharin consumption and cancer.
