In 1879, Seaman Knapp served as the second president of Iowa Agricultural College (ISU) from 1883-1884. In 1987, The Hatch Act, written by Seaman Knapp and Charles Bessey who served on the faculty at Iowa Agricultural College (Iowa State University), established the national system of agricultural research experiment stations.
